Volič sa po príchode do volebnej miestnosti preukáže preukazom totožnosti - občan SR občianskym preukazom a cudzinec s trvalým pobytom v SR povolením na pobyt. Ak je volič zapísaný v zozname voličov a občiansky preukaz napríklad stratil alebo ho má neplatný, môže sa volebnej komisii preukázať aj iným dokladom totožnosti. Ak však nie je zapísaný v zozname voličov, napríklad preto, že sa presťahoval, potrebuje určite platný občiansky preukaz, upozornila zapisovateľka Ústrednej volebnej komisie (ÚVK) Eva Chmelová. Na základe dokladu totožnosti okrsková volebná komisia označí voliča v zozname voličov, dá mu prázdnu obálku s odtlačkom úradnej pečiatky obce alebo mesta a dva hlasovacie lístky. Jeden hlasovací lístok je pre voľby starostu obce, respektíve v meste primátora. Druhý hlasovací lístok je pre voľby poslancov obecného, respektíve v meste mestského zastupiteľstva. Výnimkou sú mestá Bratislava a Košice, kde každý volič dostane štyri hlasovacie lístky na voľby primátora mesta, poslancov mestského zastupiteľstva, starostu mestskej časti a poslancov miestneho zastupiteľstva. Hlasovacie lístky sa upravujú za plentou. Volič dá hlas svojim favoritom zakrúžkovaním poradového čísla pred menom kandidátov. Na hlasovacom lístku pre voľby starostu obce, primátora mesta alebo starostu mestskej časti zakrúžkuje volič poradové číslo len jedného kandidáta. Na hlasovacom lístku pre voľby poslancov obecného, mestského alebo miestneho zastupiteľstva zakrúžkuje volič poradové čísla takého počtu kandidátov, aký má byť zvolený v jeho volebnom obvode - tento údaj nájde na hlasovacom lístku. Hlasovacie lístky treba vložiť do obálky a vhodiť do urny. Volič, ktorý nemôže prísť do volebnej miestnosti, lebo je napríklad vážne chorý, môže požiadať volebnú komisiu zo svojho okrsku, aby k nemu prišli s prenosnou volebnou schránkou. Nesmie to však byť člen okrskovej volebnej komisie.
Z približného počtu 4,4 milióna voličov bude podľa odhadu štatistického úradu 28 200 prvovoličov, teda tých, pre ktorých budú obecné voľby vôbec prvou možnosťou v živote uplatniť voličské právo. Počet prvovoličov pre voľby do orgánov samosprávy obcí, teda tých, ktorí od posledných obecných volieb v roku 2010 dosiahli vek 18 rokov, je 256-tisíc.
Starostov obcí, primátorov miest a poslancov obecných, mestských či miestnych zastupiteľstiev si na najbližšie štyri roky volíme v sobotu od 7:00 do 20:00. V niektorých obciach sa môže začať hlasovať skôr, všade však musia byť volebné miestnosti otvorené do 20:00. Túto možnosť využije sedem obcí. Voľby predstaviteľov 2 926 obcí, miest a v prípade Bratislavy a Košíc aj ich mestských častí sa neuskutočnia všade. Pre nedostatok kandidátov si v 14 obciach nezvolia celé zastupiteľstvo, v šiestich obciach nebudú voliť starostu a v troch z nich ani svoj poslanecký zbor. V týchto obciach sa voľby budú opakovať, pravdepodobne na prelome februára a marca budúceho roka. Priebežné neoficiálne výsledky volieb zverejní štatistický úrad v sobotu po 20:00 na http://www.statistics.sk a http://www.volbysr.sk. Definitívne výsledky zverejní ÚVK v nedeľu 16. novembra.
